Abstract

The objective of this study was to find out an operation model and strategies on family planning in the Lisu ethnic group. This action research method was used to investigate and solve the family planning and birth control problems of the ethnic group. It was found that causes of the problems were due to lack of knowledge and understanding about family planning of the ethnic group, limited capabilities to provide the community services of agencies, and local agencies lacking coordination as well as not providing services for outsiders. Therefore, the research team utilized  decision concept mapping to selct problem-solving methods. They included developing appropriate media, developing service systems and potential of community volunteers, providing knowledge and understanding about family planning, conducting pro-active operations to provide services to villagers, and coordinating with local agencies. During the problem-solving operation, a survey on fundamental data and change was conducted by using an interview before and after the operation. After the operation, the research team was able to successfully provide family planning and birth control knowledge. It was further recommended that solving family planning and birth control problems be conducted on a continuous basis with coordination from local agencies in providing service user data to other health centers that provided services to users. Moreover, the local population was required to register in order to monitor their family planning.
