In this lecture, Dr. Tim Curtis gave an overview on what has occurred since the 2003 ratification of the Convention for the Safeguarding of Intangible Cultural Heritage. The situations in the Asia-Pacific and Western countries regarding political support and enthusiasm for intangible cultural heritage are quite different. Strengthening national capacities for safeguarding ICH via training has played an important role as governments develop steps and measures to engage communities in the safeguarding of ICH.

Dr. Curtis discussed the training activities and talked about objectives and challenges of implementing the ICH convention. In many cases, national organizations that oversee ICH management misunderstood the intentions of the Convention. These organizations mostly focused on heritage listing rather than creating operational plans and supportive roles for community engagement in the safeguarding of ICH.
